Strategic Context

Evidence Action is a global non-profit organization committed to scaling evidence-based, cost-effective interventions that reduce the burden of poverty. In Nigeria, our portfolio focuses on high-impact health and nutrition programs, including the rollout of Small-Quantity Lipid-Based Nutrient Supplements (SQ-LNS) designed to prevent malnutrition in children aged 6–18 months.

To ensure the rigorous implementation of this program, Evidence Action is commissioning a Baseline Assessment in selected states in Northern Nigeria. We are inviting qualified research and data collection firms to serve as our field partner for this critical phase.

Scope of Engagement

The selected firm will be responsible for the high-quality field implementation of the study. Working with Evidence Action’s pre-approved research design and sampling framework, the firm will execute data collection across Bauchi and Plateau States.

This consultancy is strictly focused on the baseline assessment phase. The firm will operate under the technical oversight of Evidence Action, ensuring that all data generated meets international standards for accuracy and reliability.

Core Responsibilities

1. Field Operations & Logistics

  • Recruit, train, and deploy a team of qualified enumerators and field supervisors familiar with the local context and languages.
  • Manage all field logistics, including transportation, accommodation, and security coordination across selected wards in Bauchi and Plateau.

2. Data Collection & Anthropometry

  • Conduct household and health facility surveys using electronic data collection tools (SurveyCTO).
  • Perform high-precision anthropometric measurements for children aged 6–18 months. Adherence to WHO and UNICEF measurement standards is non-negotiable.
  • Ensure ethical protocols, including informed consent and data privacy, are strictly observed during all interactions.

3. Quality Assurance (QA) & Supervision

  • Implement a robust quality assurance mechanism, including daily supervision and spot checks.
  • Conduct daily data monitoring and validation before submission to the Evidence Action server.
  • Address data queries and inconsistencies in real-time to maintain dataset integrity.

4. Reporting

  • Submit periodic field progress reports detailing coverage, challenges, and mitigation strategies.

Note: Evidence Action retains full ownership of the study design, analytical framework, and final reporting.

Firm Qualifications

We are looking for a firm with a proven track record in complex data collection within the Nigerian context.

Essential Requirements

  • Experience: Demonstrated history of conducting large-scale household and facility surveys in Nigeria, specifically in Northern regions.
  • Technical Expertise: Strong institutional capacity in taking anthropometric measurements for children under two years.
  • Technology: Proficiency in electronic data collection platforms, specifically SurveyCTO.
  • Capacity: Ability to deploy and manage large field teams and logistics at scale while maintaining high data quality standards.
