Operational Context

In Somalia, we operate in a complex and dynamic security environment. To support our teams and ensure the continuity of our critical programs, we are recruiting a Country Security Manager. This is a senior leadership role responsible for the safety of our staff, assets, and operations across the country.
Position Mandate
Reporting to the Country Director, you will oversee all aspects of security management. Your primary mandate is to monitor the security context continuously, assess risks, and implement robust mitigation strategies. You will serve as the principal advisor to the Senior Management Team, ensuring that our security protocols enable, rather than hinder, our humanitarian access.
Key Responsibilities
Strategic Risk Management
- Conduct permanent monitoring and analysis of the security situation in Somalia.
- Develop and update Country Security Plans, Standard Operating Procedures (SOPs), and Contingency Plans to reflect the evolving context.
- Advise the Country Director on go/no-go decisions for field missions and operational expansion.
Operational Security Oversight
- Oversee the daily security management of all Acted premises, guesthouses, and project sites.
- Manage the security department, ensuring efficient coordination and clear lines of communication.
- Adapt and implement crisis management protocols, serving as a key member of the Crisis Management Team during critical incidents.
Training & Capacity Building
- Design and deliver security training modules for national and international staff.
- Conduct mandatory security briefings for all new arrivals to ensure full compliance with Acted protocols.
- Mentor security staff to build national capacity and leadership within the department.
Liaison & Representation
- Develop and maintain a strong security network with local authorities, other NGOs, UN agencies (UNDSS), and community leaders.
- Represent Acted in external security coordination meetings to ensure we remain informed and aligned with the broader humanitarian community.
Candidate Profile
We are looking for a seasoned security professional with a proven ability to operate in high-risk environments.
Essential Qualifications
- Experience: At least 3-5 years of experience working in insecure environments, preferably within Africa, Asia, or the Middle East.
- Technical Expertise: Extensive knowledge of security management systems, risk analysis, and crisis response procedures.
- Leadership: Demonstrated ability to train, mobilize, and manage diverse teams under pressure.
- Resilience: Willingness to live and work in remote areas with basic conditions and frequent security changes.
Skills & Competencies
- Communication: Advanced proficiency in written and spoken English.
- Regional Knowledge: Knowledge of the local language (Somali) or prior regional experience is highly desirable.
- Adaptability: Ability to work creatively and independently to solve complex security challenges.
Conditions & Benefits
- Salary: €3,500 – €4,700 monthly (gross), dependent on experience and education.
- Living Allowance: $300 monthly.
- Accommodation & Food: Provided in the Acted guesthouse.
- Insurance: Comprehensive health, pension, life insurance, and repatriation assistance.
- Travel: Flight tickets covered (up to $500) for R&R every 2 months, plus a $200 allowance.
- Leave: 25 to 43 days of annual leave per year.
- Logistics: Visa fees covered and luggage transportation allowance (up to 100 kg).
- Training: One week pre-departure training at Acted HQ, including a 4-day hostile environment awareness training (HEAT).
