The “Cell” is the decentralized operational hub of MSF. It manages a portfolio of country programs and is responsible for the quality and relevance of our medical interventions. As the Cell Supply Referent, you are the critical link between the headquarters’ supply strategy and the reality on the ground. You ensure that our medical and logistical supply chains remain agile, efficient, and responsive to the needs of the populations we serve.

Position Mandate

Reporting functionally to the Cell Manager and technically to the Head of Supply Chain, you will define, implement, and monitor the supply strategies for your assigned portfolio of countries.

This is not a purely administrative role; it is a strategic position that requires operational vision. You will act as the technical authority for field coordinators, ensuring that resources are mobilized effectively during both regular programming and emergency interventions.

1. Strategic Definition & Planning

  • Design and validate the supply chain strategy for each country in your portfolio, ensuring alignment with the medical and operational objectives of the mission.
  • Define the optimal set-up for supply teams in the field, including structure, sizing, and resource allocation.
  • Validate annual supply budgets and monitor financial performance throughout the project cycle.

2. Operational Support & Technical Supervision

  • Provide direct technical support and coaching to Supply Coordinators in the field.
  • Monitor key performance indicators (KPIs) to assess the health of the supply chain (procurement, stock management, transport, and customs).
  • Troubleshoot complex logistical bottlenecks, particularly regarding international orders and import regulations.
  • Conduct regular field visits to audit processes, support teams, and implement corrective measures.

3. Emergency Response

  • Act as the supply lead during the opening of new missions or emergency interventions.
  • Mobilize resources rapidly to support sudden shifts in operational volume (e.g., disease outbreaks, conflict escalation).
  • Deploy to the field for short-term support during critical phases if required.

4. Human Resources Management

  • participate in the recruitment and matching of Supply Coordinators for your missions.
  • Brief and debrief field staff regarding technical expectations and mission context.
  • Identify training needs and support the professional development of the supply community within your cell.

We are seeking a seasoned humanitarian professional who understands the constraints of working in unstable environments.

Essential Qualifications

  • Education: Degree in Supply Chain Management, Logistics, Business Administration, or a related field (Bio-medical/Pharmacy background with supply experience is also accepted).
  • Experience: Minimum of 5 years of professional experience in supply chain management.
  • Field Leadership: At least 2 years of field experience in a coordination role (Supply Coordinator or Logistics Coordinator) within an international NGO, preferably MSF.
  • Emergency: Proven experience managing supply chains in emergency or conflict settings.

Skills & Competencies

  • Languages: Fluency in both English and French is mandatory (C1 level).
  • Strategic Thinking: Ability to translate medical ambitions into logistical realities.
  • Resilience: Capable of working under pressure and managing multiple priorities with tight deadlines.
  • IT Systems: Proficiency in ERP systems and Microsoft Office 365.

Terms of Employment

  • Contract: Permanent contract (CDI), Full-time.
  • Location: The successful candidate may choose to be based in Geneva, Dakar, or Dubai, subject to administrative eligibility.
