Operational Context

The International Rescue Committee (IRC) and its partners are delivering critical humanitarian interventions across the West Bank and Gaza, focusing on nutrition, food security, and protection.

In this high-stakes environment, we are recruiting an Integrated Protection Coordinator to lead the design and delivery of our protection services. This is a senior technical role responsible for ensuring that our programming effectively addresses the risks facing women, men, girls, and boys affected by violence and conflict.

Position Mandate

You will provide strategic leadership for IRC’s emergency Child Protection (CP) and Women’s Protection and Empowerment (WPE) portfolios. You will also identify entry points for broader Protection and Rule of Law (PROL) interventions where appropriate.

Your primary mandate is to ensure that our services are inclusive, safe, and aligned with IASC guidelines. You will work closely with local partners to co-design interventions that are responsive to the specific needs of the most marginalized populations in Gaza and the West Bank.

Key Responsibilities

Strategic Leadership & Program Quality

  • Provide overall technical management of the protection response, ensuring a phased and appropriate scaling of interventions based on emerging risks and needs.
  • Lead the implementation of CP and WPE programming, ensuring complementarity with partners and mitigating barriers to access.
  • Develop and adapt technical tools to maintain service continuity in a highly complex and fluid operating context.
  • Design robust monitoring systems in coordination with the MEAL department to track results and improve program effectiveness.

Partnership Management

  • Oversee IRC’s protection partnerships, ensuring genuine co-design, mutual capacity sharing, and regular performance monitoring.
  • Conduct stakeholder analysis to identify key actors and establish strategic partnerships for integrated service delivery.

Business Development & Grants

  • Lead project design and proposal writing, ensuring protection is integrated across other sectors (Health, Nutrition) where feasible.
  • Manage the protection portfolio budget, ensuring implementation is on time, on scope, and compliant with donor regulations (ECHO, SIDA, UN).
  • Oversee the production of high-quality internal and external reports.

Team Management & Capacity Building

  • Supervise and mentor the CP and WPE teams, providing on-the-job coaching and technical guidance to frontline staff.
  • Ensure all staff adhere to the IRC Code of Conduct, particularly policies regarding Protection from Sexual Exploitation and Abuse (PSEA) and Child Safeguarding.
  • foster a culture of high performance and accountability within the department.

Coordination & Representation

  • Represent IRC in emergency protection coordination meetings and task forces across Gaza and the West Bank.
  • Maintain effective working relationships with government actors, UN agencies, and local NGOs to ensure a coordinated response.

Candidate Profile

We are looking for a seasoned protection expert with a proven track record of managing multi-donor portfolios in acute emergency settings.

Essential Qualifications

  • Education: Degree in Social Work, Psychology, or a related field (or equivalent professional experience).
  • Experience: At least six years of experience in Child Protection or GBV/WPE programming at the Coordinator level.
  • Emergency Context: Previous experience in conflict-affected or protracted crisis settings is required.
  • Technical Expertise: Demonstrated skills in staff supervision, capacity building, and budget management.
  • Partnership: A genuine commitment to collaborating with local partners for context-appropriate response.

Skills & Competencies

  • Languages: Exceptional English communication skills are required. Arabic is strongly preferred.
  • Resilience: Ability to lead effectively in a high-pressure environment with limited resources.
  • Planning: Exceptional organizational skills with the ability to prioritize multiple deadlines simultaneously.
