We are responding to one of the world’s most severe humanitarian crises by delivering life-saving nutrition, health, and food security interventions.
We are currently recruiting a Policy, Advocacy and Communication Expert to join our team in Yemen. Reporting directly to the Country Director, you will drive our advocacy strategy, focusing 60% on humanitarian issues and 40% on nutrition policy. This role is essential for ensuring that the voices of the communities we serve are heard in high-level decision-making forums.
Position Mandate
Your primary mandate is to act as the mission’s focal point for policy and advocacy. You will develop and implement a robust advocacy plan that influences key stakeholders, donors, and partners to improve the humanitarian response in Yemen.
You will serve as a strategic advisor to the Country Director, translating complex operational data into compelling policy briefs and communication campaigns. Your work will directly support the mission’s ability to navigate the political landscape and secure necessary support for our programs.
Key Responsibilities
Strategy & Planning
- Develop and lead the implementation of a comprehensive Advocacy Plan of Action for Yemen.
- Analyze the political and humanitarian context to identify advocacy opportunities and risks.
- Design complex communication campaigns that align with advocacy objectives and respect cultural sensitivities.
Representation & Coordination
- Represent ACF in external coordination forums, advocacy working groups, and high-level meetings with partners and government officials.
- Build and maintain a network of contacts to facilitate negotiation and influence aid policies.
- Promote consortiums and partnerships to amplify our advocacy impact.
Analysis & Production
- Collect, analyze, and interpret policy data to produce high-quality reports, briefing papers, and publications.
- Utilize Monitoring & Evaluation (M&E) data to support evidence-based advocacy and dialogue with partners.
- Draft clear, persuasive content for internal and external audiences.
Candidate Profile
We are looking for a strategic thinker with strong political acumen and the ability to operate autonomously in a complex security environment.
Essential Qualifications
- Education: Master’s degree in Social Sciences, International Relations, International Humanitarian Law, Politics, or Development Studies.
- Experience: Minimum of 3 years in humanitarian advocacy, policy analysis, and high-level representation.
- Skills: Proven ability to produce policy briefs and manage communication campaigns. Strong negotiation and networking skills are mandatory.
- Languages: Fluency in English (written and oral) is required. Fluency in Arabic is a strong asset.
Technical Competencies
- Mastery of Microsoft Office tools.
- Experience with mapping programs is an advantage.
- Ability to think critically and strategically in a fast-paced environment.
Conditions & Benefits
- Salary: Monthly gross salary from €2,597 to €2,968 (based on experience), plus a 13th-month bonus.
- Allowances:
- Monthly Per Diem & Living Allowance: $730 USD (Net).
- Monthly Country Allowance: €450.
- Child Allowance: €1,500 per year per child (up to €6,000/year).
- Leave & R&R: 25 days paid leave/year + 20 R&R days/year. R&R includes airfare reimbursement and a €215 allowance per break.
