Strategic Context

The International Committee of the Red Cross (ICRC) works in increasingly complex environments where armed conflict intersects with climate risks and economic shocks. To sustain our humanitarian mandate, we must diversify our funding sources and build long-term stability.

The Multilateral & Bilateral Institutions (MBI) Unit is central to this strategy. We are recruiting a Resource Mobilization Partnership Manager to lead our engagement with Development actors and International Financial Institutions (IFIs).

This is a high-level strategic role. You will be responsible for anchoring the ICRC as a partner of choice for Multilateral Development Banks (MDBs) and supranational entities. Your work will directly influence the financial sustainability of our operations in fragile and conflict-affected settings.

Position Mandate

Reporting to the Head of the MBI Unit, you will manage the full lifecycle of institutional partnerships. Your primary mandate is to secure multi-year, steerable funding while ensuring that all agreements align with the ICRC’s fundamental principles of neutrality and independence.

You will act as a diplomat and a negotiator, bridging the gap between humanitarian action and development finance.

Key Responsibilities

Resource Mobilization & Strategy

  • Design and execute partnership strategies that unlock new funding streams from IFIs and development actors.
  • Lead complex negotiations for financing agreements, overseeing drafting, compliance, and final closure.
  • Identify and shape funding opportunities in collaboration with ICRC delegations and technical experts.
  • Provide financial intelligence and income forecasting to senior management to inform institutional decision-making.

External Engagement & Positioning

  • Strengthen the ICRC’s positioning with development stakeholders through proactive policy dialogue and targeted communication.
  • Build and maintain senior-level networks across the development finance landscape.
  • Represent the ICRC at high-level technical forums and consultations to expand our influence and visibility.

Institutional Capacity Building

  • Develop internal tools and best practices to enhance the organization’s ability to engage with IFIs.
  • Advise colleagues across headquarters and the field on IFI modalities, enabling effective proposal development.
  • Ensure a coherent, non-competitive approach to public-sector engagement across the Resource Mobilization division.

Candidate Profile

We are looking for a seasoned professional with a deep understanding of the development finance architecture and a proven track record in securing large-scale institutional funding.

Essential Qualifications

  • Education: Master’s degree in International Relations, Development, Business Administration, or a related field.
  • Experience: At least 10 years of professional experience in resource mobilization, partnership management, or international development.
  • Sector Expertise: Demonstrated experience working with International Financial Institutions (IFIs) and Development actors. You must understand their mandates, financing instruments, and operating cultures.
  • Track Record: Proven success in negotiating complex funding agreements and delivering financial income.

Skills & Competencies

  • Strategic Advisory: Ability to guide senior management on institutional positioning and policy trends.
  • Communication: Excellent negotiation and representation skills. You must be able to lead institutional dialogues effectively.
  • Languages: Excellent command of English is required. Knowledge of French or Arabic is a strong asset.
  • Agility: Capable of managing multiple workstreams in a politically sensitive environment.
