Specialized Experience: One year of specialized experience which includes experience analyzing workforce laws and policies to determine their effect on organizational operations; and interpreting legal and policy requirements to resolve complex workforce issues; and evaluating workforce programs to identify weaknesses that limit organizational effectiveness; and conducting research on workforce problems to develop recommendations that support mission goals.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 or above.
