Program Context

The Solomon Islands RTC Institutional Strengthening (SIRIS) Program is a DFAT funded program that is part of the Pacific Australia Skills work in Solomon Islands. Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across Timor-Leste and the Pacific.

Pacific Australia Skills builds on the achievements of prior Australian Government support for skills and training in Timor-Leste. The SIRIS program will focus on support for rural training centres (RTCs) and other training providers to strengthen their institutional capability, improve the quality and relevance of skills delivery, and respond effectively to labour-market needs.

Effective delivery of the activity will require coordinated planning across program, operational and technical functions, with resources aligned to agreed activities and results.

About the Role

We are seeking Expressions of Interest for SIRIS program Monitoring, Evaluation and Learning (MEL) Officer position for an upcoming Solomon Islands RTC Institutional Strengthening (SIRIS) Program. The SIRIS MEL Officer is responsible for supporting the implementation of Pacific Australia Skills’ MEL Plan and System in the Solomon Islands country office. The role will focus on aligning the Pacific Australia Skills’ overarching program logic and MEL Plan to the Solomon Islands country context.

The position will work closely with the Solomon Islands Country MEL Coordinator and other Country MEL Coordinators in data collection and writing reports for their country. The SIRIS program MEL Officer together with the Solomon Islands MEL Country Coordinator will report to the Solomon Islands Country Director. They will receive significant guidance and support from the regional MEL team (based in Suva) to ensure they have relevant tools and skills to fulfil their roles.

Roles and Responsibilities

  • MEL Plan and System: Assist the Country Director to implement and strengthen a country-specific program logic and MEL Plan which flows from the overarching Pacific Australia Skills program logic and MEL Plan.
  • Data collection and monitoring: Collect, analyse and maintain relevant MEL data to monitor progress against the Solomon Islands Country Strategy, Country Workplan and MEL Plan. This may include implementing student and employer surveys, conduct organisational capacity assessments, and develop case studies. Data will be entered into the Pacific Australia Skills Management Information System (MIS).
  • Reporting: Support the Country Director and MEL Coordinator to prepare MEL reports for the Solomon Islands Country Office reporting, including the country annex of the program annual report and inputs to monthly reports and any other reports required by DFAT and partners.
  • Adaptive Management & Learning: Assist the MEL Coordinator with facilitation of regular reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. Contribute to an ongoing process of testing, refining and further developing the program logic and its key assumptions.
  • Communication: Support the development of evidence-based communication products that demonstrate the progress, results and contributions to Solomon Islands’ priorities by the SIRIS project and the broader Solomon Islands program. This may include identifying success stories, case studies, photographs and other relevant evidence for use in use in Pacific Australia Skills communications, reporting and public diplomacy activities. Ensure appropriate consent and safeguarding requirements are followed when collecting and using participant information and stories
  • Capacity Building: Support MEL capacity building for Pacific Australia Skills’ in-country partners, especially the Rural Training Centres, with a focus on assisting them to develop appropriate systems and tools for monitoring, reporting and learning.
  • Evaluation & Research: Support the implementation of evaluations, reviews and research activities related to the SIRIS project and other Solomon Islands MEL priorities, as required.
