SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the meeting the basic requirement, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. GS-09: You must have one year of specialized experience equivalent to the next lower grade (GS-07).

Specialized experience is defined as experience 1) providing basic project coordination support, such as compiling task schedules, maintaining project documentation, and tracking routine task milestones; and 2) gathering and organizing operational data, workload metrics, and financial records to assist with administrative reporting, invoice processing, and management reviews.

You may substitute education for specialized experience as follows: Two years of progressively higher-level graduate education leading to a master's degree, or master's, or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of education and experience as described above.

Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09).

Specialized experience is defined as experience 1) developing project management plans, defining task scope and requirements, and monitoring milestone progress, resource allocations, and deliverables; and 2) applying analytical methods, such as workflow mapping, trend analysis, and benchmarking, to evaluate operational processes, track vendor performance, and prepare analytical briefings or reports for stakeholders.

You may substitute education for specialized experience as follows: Three years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of education and experience as described above.

Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). GS-12: You must have one year of specialized experience equivalent to the next lower grade (GS-11).

Specialized experience is defined as experience 1) executing end-to-end project management functions, including establishing risk mitigation strategies, enforcing quality assurance controls, and coordinating multi-phase initiatives across cross-functional teams; and 2) conducting cost-benefit and program effectiveness evaluations to resolve complex operational issues, while managing external partner relationships, inter-organizational agreements, and contractor performance against established budgets.

There is no substitution of education for experience at the GS-12 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

As an Account Analyst at the full performance level, you will: Support the management of research, development, and demonstration partnerships with U.S. National Laboratories, top research universities, and energy technology innovators. You will structure high-value partnership agreements that bring the nation's brightest scientific breakthroughs directly to BPA's power grid. Evaluate emerging energy innovations from both a business and technical perspective.

You will pinpoint next-generation technologies that align with BPA's strategic goals-conducting cost-benefit and risk assessments to show executive decision-makers where to invest for maximum return. Contribute to the development of technology transfer initiatives to ensure research doesn't sit on a shelf. You will support scaling new solutions, determining realized value, reduction in operating costs, and improvements in reliability.

Work directly alongside the Director of Technology Innovation and the Information Chief of Staff. You will synthesize complex data, assess program effectiveness, and deliver high-impact executive briefings that influence strategic funding decisions and organizational roadmaps. Drive project management practices across multi-year research, development, and demonstration (RD&D) efforts.

You will establish project plans, track budgets and deliverables, proactively mitigate risks, and maintain the highest quality standards. Create modern measurement tools, performance indicators, and evaluative models that measure the return on investment and real-world efficacy of BPA's innovation portfolio. Your analysis will continuously elevate portfolio performance. Act as a liaison across Department of Energy (DOE) interagency forums, regional utility consortiums, and national technical conferences.

You will present project outcomes and align collaborative priorities. Monitor external partner and contractor performance, ensuring critical projects are delivered on schedule, within budget, and in compliance with safety, environmental, and quality controls.
