01Program Background

The Transport Sector Support Program Phase 3 (TSSP3) is supporting the Papua New Guinea National Airports Corporation (NAC) to develop an Asset Management Policy and Asset Management Strategy for airport infrastructure. NAC is a State-owned company responsible for managing, operating, maintaining and developing Papua New Guinea’s 22 national airports.

Its airports must meet Papua New Guinea Civil Aviation Rules, including safety and security requirements administered by the Civil Aviation Safety Authority of Papua New Guinea (CASA PNG) and aligned with relevant International Civil Aviation Organization (ICAO) standards. The Adviser engaged for this work will be funded and managed by TSSP3.

The Policy and Strategy will set out how NAC maintains and invests in its airport assets, within its regulatory obligations and the operating conditions of Papua New Guinea.

03The Role

Funded through the Australian Government’s Transport Sector Support Program Phase 3 (TSSP3), the Asset Management Policy and Strategy Adviser for PNG NAC will work under the direction of the TSSP3 Project Manager. They will lead the NAC through the development of its Asset Management Policy and Asset Management Strategy, providing a practical framework to guide how airport infrastructure assets are managed, maintained and planned across the organisation.

The role will deliver board-ready documents and establish a resourced pathway for integrating NAC’s TechnologyOne Asset Management module with a future airside pavement management system. The Strategy will encompass NAC’s entire asset portfolio, including airfields, terminals, buildings, utilities, security systems and equipment, with effort proportionate to each asset’s materiality and criticality.

This is a hybrid model position in Port Moresby, Papua New Guinea with remote support. A minimum of three in-country visits to Papua New Guinea totaling at least six weeks, including visits to at least one airport in each of NAC’s three hub tiers. The balance of the assignment may be delivered remotely.

04Essential requirements

  • Demonstrated authorship of Asset Management Strategies, Strategic Asset Management Plans (SAMPs), and similar documentation for asset-intensive organisations, at a level that engaged executive decision makers
  • Familiarity with ISO 55001:2024 as a governance framework rather than a compliance checklist, and the judgement to apply its principles proportionately in an organisation at an early stage of asset management maturity
  • Experience in developing-country or constrained-institution contexts, ideally PNG or the Pacific
  • Ability to work as a sole senior Adviser, providing facilitation, drafting and stakeholder navigation without a supporting team, while working effectively alongside a client working group and a nominated counterpart
  • Demonstrated ability in connecting asset decisions to funding reality: capital planning, revenue, donor financing, including the ability to work credibly across engineering and finance functions where their perspectives on asset investment could differ
  • Direct experience in aviation, or in another safety-regulated infrastructure sector such as rail, ports, energy or water, including a working understanding of how a safety regulatory regime shapes asset maintenance, inspection, serviceability and record-keeping obligations

05Desirable requirements

  • Direct experience of an aerodrome operating environment and of CAR Part 139 (or equivalent) aerodrome certification requirements
  • Prior engagement with ADB, World Bank or DFAT-financed programs
  • IAM certification or equivalent recognised credential
