About the role

Full text from the employer, as published on USAJobs, arranged into sections. Nothing added or removed.

All qualifications must be met by the closing date of this announcement - 11/09/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected.

For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-11 grade level: Experience: Have one year of specialized experience equivalent to at least the GS-9 level in the Federal service. This experience demonstrates the knowledge, skills, and abilities to perform the work of the position to be filled.

Examples of qualifying specialized experience include work such as coordinating and managing the condition assessment portion of the FMSS program by assuring that inspections are carried out on designated park assets for the purpose of identifying Differed Maintenance {OM) and assuring that OM is captured through the development of Work Orders (WO) including bundling WOs for creation of PMIS packages; assists in budget programming and tracking.

This includes programming and updating labor in AFS (Administrative Financial System), communicating account codes in Quicktime and working with the park budget office to communicate proper accounting of fund sources; or experience working on the FMSS side of the development of a park PAMP. You must include hours per week worked. -OR- Education: Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of fulltime study requirement.

You must include transcripts. -OR- Combination Have a combination of specialized experience (described above) and graduate education (described above).

Combinations of successfully completed graduate education and specialized experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying specialized experience as a percentage of the specialized experience required for the grade level; then determining the applicant's graduate education as a percentage of the graduate education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. You must include hours per week and transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Some of the major duties you will perform include but are not limited to the following: Serves as the primary FMSS point of contact for network parks, providing data analysis, statistical reports, and program guidance; recommends actions to support asset identification, inventory, condition assessment, cost estimating, lifecycle analysis, and work order management.

Implements, coordinates, and evaluates all park FMSS activities, including annual and comprehensive condition assessments; oversees asset evaluation processes, ensures compliance with Director's Order #80 and related asset management policies, and develops schedules supporting Park Asset Management Plan (PAMP) objectives.

Develops and maintains essential asset data, including API ratings, Current Replacement Values (CRV), and heritage/unique valuations; reviews, analyzes, and prioritizes asset needs, coordinates PMIS project development, and provides recommendations for facility investment and operational planning.

Prepares and presents detailed FMSS reports for operational, fiscal, and strategic planning purposes; ensures data accuracy through QA/QC processes, develops business practices for database management, and trains park personnel on FMSS/FCAS systems and requirements.

Provides technical support and oversight for FMSS-related contracts and staff; performs COTR duties, monitors contractor performance, ensures compliance with specifications, manages documentation, and may train or lead personnel conducting asset inspections or FMSS support functions.
