About the role

All qualifications must be met by the closing date of this announcement - 11/04/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted.
An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected.
For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Specialized Experience: To qualify for this position at the GS-09 grade level you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors).
Specialized experience is defined as demonstrated experience with all of the following: Developing professional relationships with staff and the community to achieve goals and solve problems; completing projects on administrative tasks spanning several weeks or months; conducting research using regulations or policy on administrative processes to identify improvements or answer questions; coordinating with human resources on hiring and staffing; performing timekeeper duties for an office; performing purchasing duties for an office; monitoring and keeping senior staff aware of important deadlines, reports, meetings, and events.
This experience must be clearly reflected in your resume and include hours worked per week. -OR- Education: Successful completion of at least a master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, or a LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Transcripts must be submitted with your application package. -OR- Combination: I do not have 100% of either the specialized experience or education requirements, but I possess a combination of experience and education, that when combined equals 100%. To combine education and experience, first take the total number of graduate-level hours completed and subtract all of those from the 1st year.
Then, take the remaining hours and divide it by what your school considered to be one year of graduate education, typically 18 semester hours or 27 quarter hours. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Some of the major duties you will perform include but are not limited to the following: Builds relationships with community partners and park management team. Coordinates staff training opportunities. Provides purchasing support. Serves as the primary timekeeper for staff and acts as the local administrator for the time keeping system. Serves as a liaison to human resources as needed to troubleshoot and resolve related questions, submit awards, and assist with hiring and onboarding.
- Provides guidance to park staff on the hiring process.
- Supports managers and supervisors by providing advice and guidance in the interpretation and application of administrative methods and standing operating procedures.
