SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service.

Specialized experience for this position is defined as: 1) Supporting utilities in the analysis and identification of energy saving opportunities; 2) collaborating with cross-functional teams in the design, implementation, and/or evaluation of new approaches to reduce electric energy consumption; and 3) building and maintaining collaborative relationships with management, internal counterparts and external entities, such as utility customers or external regional partners to achieve energy conservation program goals.

There is no substitution of education for experience at the GS-13 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

As a Public Utilities Specialist (Customer Account Executive), you will: Lead customer account strategies to understand client needs, build lasting utility partnerships, and maximize satisfaction. Serve as signatory for energy conservation agreements valued up to $25M, negotiating standard and customized terms. Direct day-to-day task execution for cross-functional support staff to ensure aligned customer service delivery and seamless operations.

Provide proactive customer outreach, responsive support, and advocacy on behalf of the customer to the Energy Conservation department, Power Services organization and to BPA. Collaborate internally to design, market, and implement cost-effective demand-side power and energy conservation programs. Act as the primary contact to troubleshoot client problems, clarify policies, and guide partners through reporting requirements.

Represent agency policy positions at various external meetings and customer events while gathering stakeholder feedback to guide future initiatives.
