This position is covered by the Defense Civilian Intelligence Personnel Systems (DCIPS). For additional information about DCIPS, click here: https://dcips.defense.gov/ Description: Are you the go-to financial strategist who thrives on solving complex resource challenges and keeping a mission-critical team running at full speed?

The 4th Intelligence Analysis Squadron (IAS) at the National Space Intelligence Center (NSIC) is seeking a versatile, proactive Resource Advisor to be the operational backbone of our financial capabilities. In this role, you are far more than a budget analyst; you are the trusted partner that steers all aspects of resource management from tracking TDY and performance awards to ensuring seamless contract execution and maximizing mission funding.

If you are a natural problem-solver who enjoys a dynamic environment where you can directly contribute to the success of a vital national security mission, then this is the job for you. While you will be the premier financial management expert within the squadron, you will never work in a silo, and you will collaborate with counterparts across the Center to bring NSIC's vision to life through a dynamic blend of hands-on resource execution and high-level planning.

Ideal Candidate: We are looking for candidates across a developmental to full performance career ladder. For the full performance level, we are seeking candidates with proven experience, preferably 5+ years focused on DoD/DoW financial management, budget formulation, and program execution.

A strong background should show a proficiency in automated financial systems, including Defense Enterprise Accounting and Management System (DEAMS), ABSS, FMSuite, and Defense Travel System (DTS) , alongside deep knowledge of federal budgetary regulations and policies, and relevant DoD certifications.

For developmental candidates, applicants should have a degree in finance, accounting, or a related field along with a solid foundation in analytical problem-solving, budget tracking and financial analysis, paired with the aptitude to rapidly master defense financial platforms and statutory guidelines under senior mentorship.

Working directly within the squadron, you will be a vital resource for monitoring obligations and expenditures, structuring financial processes, and executing budgetary strategies that directly support the mission. Key Skills and Abilities: 1.

Knowledge of detailed intensive budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex budget work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations. 2. Knowledge of automated data processing software program(s) capabilities and usage to accomplish difficult or complex budget/funding tasks. 3.

Knowledge of the analytical principle, practices, methods to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures. 4. Knowledge of the DoD Planning, Programming and Budgeting system (PPBS) to effectively plan resource requirements for new systems and equipment acquisitions. 5.

Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences. Ability to follow security practices for ensuring the safeguarding of classified information.
