01Role Purpose

The Lead CSA Project Engineer is accountable for the planning, coordination, technical governance and delivery of all Civil, Structural and Architectural engineering activities on an assigned project.

The role is the principal CSA engineering authority within the project team and ensures that CSA engineering is delivered safely and in accordance with approved design intent, statutory requirements, project specifications, programme, commercial strategy and Kirby Project Engineering governance requirements.

The role owns the project-level CSA engineering delivery plan, engineering resource requirements, design coordination, technical assurance, procurement support, construction engineering, quality assurance and handover readiness. Activities may be delegated to Senior, Project and Graduate CSA Engineers; accountability for integration, completeness and technical quality remains with the Lead CSA Project Engineer.

1. Project Engineering Leadership

• Own the project CSA engineering strategy and translate project requirements into a structured, resourced and programme-aligned engineering delivery plan.

• Act as the primary CSA engineering point of contact for the Project Manager, client, design team, subcontractors, suppliers and internal engineering disciplines.

• Lead the project CSA engineering team, establishing clear packages, deliverables, interfaces, responsibilities and approval routes.

• Define engineering priorities in line with construction sequence, procurement strategy, project milestones and handover requirements.

• Ensure CSA engineering activities are adequately resourced and allocated according to competence, experience and delegated authority.

• Maintain oversight of delegated activities and verify engineering outputs before issue or implementation.

• Escalate material technical, programme, commercial, quality and resourcing risks to the Project Manager and CSA Regional Lead.

2. Engineering Management Plan

• Develop, maintain and implement the project CSA Engineering Management Plan.

• Define the CSA scope, engineering deliverables, design packages, review stages, approval gates and assurance activities.

• Establish and maintain the CSA design responsibility matrix and engineering RACI.

• Define responsibilities for calculations, drawings, models, specifications, temporary works, delegated design, specialist design and construction engineering.

• Align the engineering plan with the master programme, procurement schedule, BIM requirements and construction sequence.

• Review and revise the plan where scope, design maturity, procurement strategy or project conditions change.

3. Design Management & Technical Assurance

• Lead the review and coordination of CSA drawings, calculations, specifications, schedules, design reports, BIM models and specialist design submissions.

• Verify compliance with employer requirements, approved design intent, statutory requirements, applicable standards, project specifications and construction constraints.

• Establish proportionate checking, review and approval arrangements for CSA deliverables.

• Ensure review comments are allocated, tracked and closed before construction or procurement release.

• Control design status and prevent use of superseded, preliminary or unapproved information for construction.

• Manage design assumptions, exclusions, qualifications, departures and deviations through an auditable approval process.

• Coordinate structural openings, cast-in items, builders work, penetrations, plinths, equipment supports, secondary steel and bracketry interfaces.

• Refer significant design departures, structural safety matters, statutory interpretations or issues beyond delegated authority to the CSA Regional Lead.

4. CSA / MEP Coordination

• Own resolution of CSA interfaces with Electrical, Mechanical, BIM, construction, logistics, temporary works and commissioning teams.

• Ensure equipment loads, layouts, access, maintenance zones, lifting routes, fire compartmentation, drainage and support arrangements are reflected in the coordinated design.

• Lead multidisciplinary design and constructability reviews where interfaces present material safety, programme, quality or commercial risk.

• Ensure model clashes are technically resolved, reflected in issued information and communicated to affected parties.

• Prevent informal site solutions without design verification, technical approval and change control.

5. EHS & Safe-by-Design

• Read, understand and ensure engineering compliance with the Project EHS Plan and company requirements.

• Lead identification, elimination and mitigation of CSA hazards through design development, constructability reviews and construction planning.

• Ensure designers and specialist subcontractors provide suitable design risk information.

• Participate in design risk assessments, temporary works reviews, method statement reviews and high-risk activity planning.

• Ensure residual design risks are communicated and recorded.

• Support incident investigations and corrective actions relating to CSA scope.

• Stop or escalate activities where design information, temporary works, structural capacity or site conditions present an unacceptable or uncontrolled risk.

6. Procurement & Subcontractor Engineering

• Define the technical content of CSA RFQ packages, including scope, interfaces, design responsibilities, deliverables and approval requirements.

• Review tender returns, qualifications, exclusions, alternatives and technical submissions.

• Provide technically supported recommendations to the Project Manager, Quantity Surveyor and Procurement team.

• Confirm subcontractors, consultants and specialist designers have suitable technical capability and controls.

• Establish and monitor subcontractor engineering deliverable schedules.

• Review material, product and system submittals for compliance with design intent and specification.

• Identify technical scope gaps before subcontract award or material release.

• Assess value engineering for safety, compliance, performance, maintainability, programme and whole-project impact.
