01Qualifications

All qualifications must be met by the closing date of this announcement-11/16/2026-unless otherwise stated in this vacancy announcement. To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-09 grade level: Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors).

Specialized experience is defined as demonstrated experience: Experience at this level must include the following: 1) assisting with tracking and monitoring budgets and expenditures; 2) entering financial/budgetary information into an automated system; 3) providing standard administrative services for an office, such as time and attendance, purchasing, processing travel authorizations/vouchers, and maintaining records and files; AND 4) responding to standard questions about administrative policies and procedures.

You must include hours per week worked. -OR- Education: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.. You must include transcripts. -OR- Combination of education and experience.

To combine education and experience, first take the percentage of experience held by dividing the number of months of qualifying full-time experience possessed by 12 and then multiplying by 100. Then determine the percentage of qualifying graduate level education completed by dividing the number of credits completed by 18, then multiply by 100. Add the percentages together. The total must equal at least 100 percent to qualify.

PLEASE NOTE: You must submit a copy of your transcripts or a list of courses with credit hours and grades listed if you are using education to qualify. Official transcripts will be required upon selection. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Some of the major duties you will perform include but are not limited to the following: Oversee budget formulation, execution, tracking, and end-of-year closeout across multiple lines of accounting, ensuring compliance with all Federal policies and procedures. Conduct recurring budget analyses (cost trends, life-cycle, buy vs. lease) and prepare brief narrative reports with recommendations for station managers.

  • Coordinate payroll, travel, and uniform program administration for approximately 35 staff, ensuring timely processing and policy compliance.
  • Manage general administrative services including property, space, IT coordination, telecommunications, mail, records, and liaison with refuges for building maintenance.
  • Perform or direct purchasing activities to obtain supplies, equipment, and services in accordance with Federal procurement regulations.
  • Provide advisory services to station managers on administrative issues, developing options, alternatives, and solutions to operational challenges.
  • Prepare and monitor personnel actions, assist supervisors with HR processes, and ensure timely submission of required documentation.
  • Maintain administrative procedures and develop Standard Operating Procedures to support consistent station operations.
